English Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a recent survey of local authorities, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and open spaces to shore up their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise restructuring services and utilising savings to weather growing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in Kent announced its property management strategy included the disposal of a shopping centre in Rainham and a community venue in another town to generate £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Rises and Broader Financial Strains

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will have to increase council taxes next April to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils recently further found council budgets being strained by the growing number of young people and older individuals needing Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have put off planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

Based on the latest deprivation measures (IMD) covering UK local authorities, many key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 IMD measures,” noted the study.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties facing municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the real levels of disadvantage and need,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the survey revealed.
